HISTORICAL DATA - MARINE ENGINEERING PROGRAM
1959 - Abolition of the Lacson Vocational Institute in favor of the Marine Engineering, Automotive Mechanics and Diesel Mechanic Course.
1962 - Granted government recognition for the first year of the two-year Associate in Marine Engineering.
1964 - Granted government recognition for the second year of the two-year Associate in Marine Engineering.
1966 - Acquisition of the training ship which served as the floating laboratory of the
students.
1972 - Acquisition of professional and technical books for the Marine Engineering.
1976 - Acquired a 3.6 hectare lot at M.H. del Pilar St., Molo, Iloilo City which became the seat of the Marine Engineering Program.
1980 - Construction of the Associate in Marine Engineering Laboratory. This marked the positioning of IMA - Molo in terms of facilities development.
1981 - Transfer of the Marine Engineering Department from Muelle Loney Street.
- Construction of the first 20-classroom building at M.H. del Pilar Site.
- Start of the ground development at M.H. del Pilar Site.
- Transfer of the Marine Engineering Library from Muelle site to M.H. del Pilar site.
1983 - Formation of the self-survey committees for the PACU-COA Accreditation of the Marine Engineering Program.
1984 - Start of the Accreditation self-survey.
1985 - IMA was granted the status of a Foundation.
- Preliminary survey for the Accreditation.
- The Academy adapted a new logo after its conversion into a Foundation. The new logo was a creation of Mdpn. Nelson Reyes, a Marine Engineering Cadet.
- Implementation of the first community outreach program (SACOP) in barangays Taal and Sto. Niño Sur, Arevalo participated in by the students, faculty and staff of BS MarE.
1986 - Formal Survey for Accreditation was conducted.
- Granted Level I Accredited status by PACU-COA.
- Granted Level II Accredited status by PACU-COA.
- Formally integrated basic computer subjects to BS MarE program with the acquisition of a computer laboratory.
1990 - First organization of the peer facilitators of the BS MarE together with the Business and BSMT students to facilitate the implementation of the guidance programs and activities.
1991 - Acquisition of books related to Standards for Training, Certification and Watchkeeping (STCW).
1992 - Granted government recognition for the two-year Certificate in Marine Engineering Course.
- Implementation of the ladderized curriculum for BS MarE.
- Granted government recognition for the first year of the three-year BS MarE.
1993 - Selection and implementation of the first batch of the NIS Class composed of 25 engine cadets.
1994 - Granted government recognition for the three-year BS MarE.
1995 - Granted Level II re-accredited status to BS MarE program.
- Formulation and Adoption of the Enriched CHED Curriculum incorporating the IMO Model Courses 7.02 and 7.04 for the BS MarE.
- Granted Level III Accredited status.
- Preliminary Audit by the Norwegian Maritime Directorate.
- Formation of Committees and Assignment of areas of responsibility on the consolidation and preparation of documents for the Quality Assurance Manuals. This changed JBLCF-s perspective of maritime education and training.
- Inclusion of a navigational trip in the practical training of marine engineering students.
1996 - Training of teachers on the IMO Model Course 6.09.
- Implementation of the IMO pilot classes composed of 28 cadets fro the BS MarE.
- Seminar on Competency Based Assessment in cooperation with the Center for Educational Measurement (CEM).
- ABS Internal Auditor Course was conducted.
- Selection and Implementation of the IMO pioneer batch composed of 28 cadets for the BS MarE.
- Inclusion of community service activity as part of the initiation rites.
- Implementation of the first coastal cleaning activity of the BS MarE special program classes.
1997 - Implementation of the EMET pilot curriculum in the EMET classes composed of 40 cadets for the BS MarE.
- DNV Initial Audit of the BS MarE program.
- DNV Verification Audit of the BS MarE program.
- Awarding of the DNV Management System Certificate. This certification recognizes JBLCF as the first school in the Philippines and the 3rd in the world to be certified for maritime academies.
- Revised the curriculum of the BS MarE program by re-arranging the subjects and changing their course number for easy determination of their pre-requisite subjects.
- Revised the instructors' guides for the professional, cultural and technical subjects integrating a table of specifications and a Gantt chart for every subject.
- Initial opening of an Internet center to serve BS MarE students' research requirements.
- First graduations of the NIS pioneer batch with Mdpn. Jose Leo Tupaz as cum laude.
1998 - Adoption of the newly revised Instructors' Guides (IG).
- Creation of the Faculty Assistants to the Administrator-Faculty Affairs and Student Affairs to replace the position of the Asst. Dean for the Marine Engineering Department.
1999 - Installation of Computer Based Training Modules CES 3000 for NIS students' evaluation.
- Implementation of the faculty development program specially on upgrading in graduate studies, particularly in the Master of Science in Maritime Education.
- Implementation of groupings of marine engineering subjects by area and appointing subject area heads to coordinate with the instructors belonging to a particular subject area regarding matters pertaining to an effective teaching and learning process.
- First graduations of the BS MarE students complete with one-year shipboard apprenticeship on board.
2000 - Certified by DNV in compliance to ISO 9001: 1994 standard.
- Third periodic audit, DNV Rules for Maritime Academies and Training Centers.
- Granted government recognition to BS MarE for compliance to the STCW Requirements
- Revised the curriculum for the BS MarE program to include review classes in Auxiliary Machinery, Power Plant and Mathematics for the third year BS Mar E students. CBT (Computer-Based Training) modules were also included in the said revisions.
- Shifting of knowledge-based curriculum to competency-based curriculum for the BS MarE course.
- Validation and pilot testing of the newly formulated assessment instruments.
- Pilot testing of modular subjects in NIS/IMO class during summer.
- Acquisition of CD-ROMs for student research requirements.
- Third graduation of the NIS 4th batch students with Mdpn. Rey Emperado as magna cum laude.
- Implementation of the new uniform for BS MarE students consisting of white polo shirt with shoulder boards and black pants to replace the summer white uniform.
2001 - Fourth Periodic Audit, DNV Rules for Maritime Academies and Training Centers.
- Granted Level III Re-accredited status by PACU-COA
- Granted Full Autonomous Status by CHED
- Implementation of the first external practical assessment by CRCA.
- Adoption of the newly revised instructors' guides for professional, math and sciences subjects, which were duly approved by the Executive Council.
- Formal creation of the Unit Academic Assessment Center with 2/E Miguel Gayo as Unit Program Assessor to assess the competency of marine engineering students.
- Inclusion of research as a subject in the BS MarE curriculum.
- Conversion of five subjects, i.e. Fil. 1 & 2, Soc. Sci 1, 2 & 3 into modular form of instruction in order to give additional class hours for professional subjects.
- Publication of the first JBLCF Library Manual (First Edition)
- Offering of the JBLF engine simulator familiarization course (IMO Model Course 2.07) to BS MarE faculty and students.
- Training of professional faculty members on Practical Assessment (IMO Model Course 3.12).
- Creation of the assessment center for engine ratings (JTAC) under the direct supervision of TESDA (Technical Education and Skills Development Authority) with 4/E Roger Galve as the first JTAC Manager.
- Mdpn. Ernie Candelario, a BS MarE student won in the South East Asia (SEA) Games as bronze medallist in the 1,500-meter run.
- Implementation of the 5-day navigational trip for second year BS MarE students with WG & shipping shipboard Practicum program on board their vessels.
2002 - Revised the Curriculum of BS MarE according to the proposal of the Technical Working Group for Marine Engineering.
- Revision of the instructor's guides for the subjects which were affected by the revised curriculum
- Conversion of library cataloguing system from manual to electronic on-line public access cataloguing system (OPAC).
- Selection and implementation of the Polaris Class with 40 cadets for the BS MarE.
- Revival of the NIS class with 25 cadets for the BS MarE after the new dormitory was constructed and duly approved by the NIS project manager.
- Integrated the use of engine simulator in the power plant subjects in lieu of the standard laboratory equipment to enhance the practical skills of marine engineering students in practical exercises and manipulative skills in the use of computers on board vessels.
- Inclusion of engine simulator course in the revised BS MarE curriculum.
- Creation of the Faculty Assistant to the Dean in place of the position of the Asst. Dean for the Marine Engineering Department.
- Implementation of the 3-day navigational familiarization trip for the first year of the BS MarE students on board Negros Navigation vessel on their route to Iloilo-Cagayan-Iloilo.
- Separation of the Laboratory Department from the Marine Engineering Department, due to the opening of other courses, whose students are also using the same equipment and facilities used by the BS MarE.
- Construction of the covered gym, mural, secondary gate, lockers, and additional fire alarm system.
- Construction of additional 5-classrooms for the mechanical processes subject of the BS MarE students.
- In-house seminar workshop for the IMO Model Course 6.09-Instructors Course for both general education and professional/technical faculty members.
- Transfer of the Marine Engineering Dean's Office to the newly constructed training center building (ground floor) together with the Accounting and OJT Offices.
